Selection of specialist advisers
We help clients define adviser scopes, identify suitable capabilities and compare proposals against agreed criteria. The process considers relevant experience, methodology, resourcing, independence, fees and the interfaces between workstreams. Our support can include terms of reference, evaluation records and appointment recommendations. The client retains appointment authority and agrees each adviser’s responsibilities.
Selection of specialist advisers: common questions

How does GIA help select technical, legal and other specialist advisers?
GIA defines the required scope, interfaces, timetable and evaluation criteria, then helps compare proposals against the assignment. The assessment considers relevant experience, methodology, available personnel, independence and fees. The client retains responsibility for the appointment.
Why should adviser proposals be compared on more than price?
A lower fee may exclude work, rely on unsuitable assumptions or leave gaps between advisers. A consistent scope and evaluation record make these differences visible before appointment and help the client compare the cost of obtaining the required outputs.
What should terms of reference for an infrastructure adviser include?
Terms of reference should identify the decision to be supported, available information, required tasks, deliverables, milestones, responsibilities and interfaces with other advisers. GIA helps align these requirements with the development programme so that specialist outputs arrive when commercial and financing work needs them.
Who remains responsible for specialist conclusions?
Each appointed adviser remains responsible for its own technical, legal, environmental or other specialist assessment under its appointment. GIA coordinates commercial and financial interfaces and helps the client understand dependencies; coordination does not replace the specialist's professional responsibility.
