GIA assessed Angola’s energy private sector for the World Bank Group, examining where local firms can expand electricity access at scale, which constraints prevent them from doing so, and what resolving those constraints is worth.

The assignment combined commune-level geospatial screening across 542 communes, on-grid and off-grid market sizing, a 176-firm private sector survey incorporating a discrete choice experiment, gender-disaggregated analysis, policy and regulatory review, and an investment scenario model testing constraint resolution against concessional financing.

The assessment identified an addressable market of approximately 4.56 million connections serving 18.7 million people, requiring indicative investment of around USD 5.7 billion across grid densification, mini-grids and standalone solar. The choice experiment established that the binding constraints on private participation are operational and institutional rather than financial, with customs and logistics clearance and client-payment reliability priced highest by firms.
